วันนี้เราควรปฏิญาณจะช่วยเหลือมนุษชาติด้วยการดูแลโลก ธรรมชาติ และสภาพอากาศของเรา

10 December’09, On the occasion of International Human Rights Day, Hawker Sangram Committee organized two rallies one is at Gariahat at 4 pm and another is at Park Street at 6 pm to demand for Climate and Ecological justice and Identity Card to every hawker’s as per The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Model ACT 2009 guidelines.

วันที่ 10 ธันวาคม 2552 ในโอกาสวันสิทธิมนุษยชนสากล คณะกรรมการฮอกเกอร์ แซนแกรม ได้จัดการแข่งขันแข่งรถทางไกล 2 งาน งานแรกจัดขึ้นที่ กาเลียฮัท เวลา 16.00 น. และงานที่สองจัดที่ ปาร์คสตรีท เวลา 18.00 น. เพื่อเรียกร้องความยุติธรรมเรื่องสภาพอากาศ และนิเวศน์วิทยา บัตรประจำตัวสำหรับชาวฮอกเกอร์เนื่องมาจาก “The Street Vendors” (การพิทักษ์การดำรงชีพและข้อบังคับเกี่ยวกับการขายของริมถนน) คู่มือ พ.ร.บ. ต้นแบบ 2552

We believe that the Developed countries and their companies are responsible for this climate and ecological destruction and they have to pay the debt not we. We strongly demand that do not make the climate a trade but positively act to save our homeland our earth. We believe and demand for paying the climate and ecological debt by the Developed and rich Countries as they have the creator of this debt, we also demand to the developed Countries for immediate reduction in the emanation of carbon and green house gases. Hawker Sangram Committee strongly demands to raise these issues in the Copenhagen (COP-15) Climate Change Convention by the Governments of third world countries including India.

เราเชื่อว่าประเทศที่พัฒนาแล้วและบริษัทของประเทศเหล่านี้จะรับผิดชอบต่อการทำลายสภาพอากาศและนิเวศน์วิทยา และพวกเขาจำเป็นต้องจ่ายหนี้เหล่านี้ ไม่ใช่พวกเรา เราขอเรียกร้องอย่างจริงจังที่จะไม่แลกกับสภาพอากาศ แต่จะปฏิบัติอย่างมุ่งมั่นในการรักษาถิ่นที่อยู่และโลกของเรา เราเชื่อและเรียกร้องให้ประเทศที่ร่ำรวยและพัฒนาแล้วชดใช้หนี้สภาพอากาศและนิเวศน์วิทยา เพราะพวกเขามีสิ่งที่ก่อให้เกิดหนี้เหล่านี้ พวกเรายังเรียกร้องประเทศพัฒนาแล้วในการลดการปล่อยก๊าซคาร์บอนและก๊าซเรือนกระจกโดยด่วน คณะกรรมการฮอกเกอร์ แซนแกรม เรียกร้องอย่างจริงจังให้กล่าวถึงประเด็นหล่าวนี้ในการประชุมการเปลี่ยนแปลงสภาพอากาศที่เมืองโคเปเฮเกน (COP-15) จัดขึ้นโดยรัฐบาลต่างๆ ของประเทศที่สามรวมทั้งประเทศอินเดีย

Pushing for the recognition of and reparations for Ecological Debt and Climate Debt – a fundamental starting point for climate justice

ผลักดันให้เกิดการยอมรับและการเตรียมพร้อมเพื่อชดใช้หนี้ทางนิเวศน์วิทยาและสภาพอากาศ ซึ่งเป็นจุดเริ่มต้นขั้นพื้นฐานสำหรับความยุติธรรมด้านสภาพอากาศ

Ensuring carbon emission reductions through domestic measures and the just allocation of carbon space among nations and within countries;  Resisting false solutions

เพื่อให้มั่นใจว่าการปล่อยและการลดก๊าซคาร์บอนผ่านการกระบวนการท้องถิ่นและการจัดสรรก๊าซคาร์บอนที่ยุติธรรมระหว่างประเทศและภายในประเทศ และต่อต้านการแก้ปัญหาที่ไม่ถูกต้อง

Social Transformation towards equitable and sustainable global and domestic systems; Promoting peoples alternatives

การเปลี่ยนแปลงทางสังคมไปสู่ระบบในระดับท้องถิ่นและระดับโลกที่เท่าเทียมและยั่งยืน และสนับสนุนให้ประชาชนมีทางเลือกมากขึ้น

Oppose the policies and operations of global financial institutions that exacerbate climate change; Stop the use of public finance to support projects and policies that intensify global warming

ต่อต้านนโยบายและการบริหารสถาบัยทางการเงินระดับโลกที่ทำให้เกิดการเปลี่ยนแปลงสภาพอากาศที่รุนแรงยิ่งขึ้น และหยุดการใช้แหล่งเงินทุนสาธารณะเพื่อสนับสุนโครงการและนโยบายที่ทำให้โลกร้อนขึ้น

Push for financing of climate programs as part of reparations for climate debt

ผลักดันให้เกิดการให้เงินสนับสนุนโครงการด้านสภาพอากาศ ให้เป็นส่วนหนึ่งของการเตรียมชดใช้หนี้ด้านสภาพอากาศ

Cancellation and repudiation of debts claimed from South countries and peoples

ยกเลิกและไม่ยอมรับหนี้ที่เรียกร้องจากประเทศและผู้คนในซีกโลกใต้

Work for: Democratic, transparent and accountable control and management of climate funds globally and nationally; Equitable and just distribution of climate funds among nations and within each country; Direct access by the most affected and vulnerable communities

ทำงานเพื่อ ประชาธิปไตย การกำกับดูแลที่โปร่งใสและเชื่อถือได้ การจัดการกองทุนทางสภาพอากาศในระดับโลกและระดับชาติ การแบ่งสันเงินทุนด้านสภาพอากาศที่เป็นเสมอภาคและยุติธรรมในระดับประเทศและภายในประเทศ กำกับการเข้าถึงโดยชุมชนคนที่อ่อนไหวและเปราะบางที่สุด

Call on governments and inter-governmental structures, especially those of Southern countries, to immediately develop and implement policies and programs to enable and empower peoples, especially the most vulnerable communities, to deal with the impacts of climate change

ร้องขอโครงสร้างระดับรัฐบาลและระหว่างรัฐบาล โดยเฉพาะรัฐบาลในประเทศซีกโลกใต้ เพื่อให้พัฒนาและดำเนินการนโยบายและโครงการเพื่อให้เกิดและสนับสนุนประชาชนโดยด่วน โดยเฉพาะชุมชนที่เปราะบางที่สุด เพื่อรับมือการผลกระทบของการเปลี่ยนแปลงด้านสภาพอากาศ

Hawker Sangram Committee is a network of all major Hawker’s Union in Kolkata megapolice, built up 14 years ago in the midst of a struggle of all the Hawkers to resist the nefarious attempt of the Government to evict them from the pavement in the name of ‘operation sunshine’ started on 24th November’09. This historic battle stated in kolkata which rapidly spreaded nationwide and emerged as a long national struggle. for 14 years continued struggle have came up with the National Policy on Urban Street Vendors in 2004 but as in 74th amendment municipal affairs are state government matter so no state government is taken any proper initiative to implement this policy in last 3-4 years. it was became a challenge for Hawker Sangram Committee to fight for the implementation process at that time Hawker Sangram Committee started a strategic struggle to claim for a model Act which can provide a added pressure for implementation. That struggle continued for 4 years and after that a revised national 2009 and the Street Vendors (Protection of Livelihood and Regulation of Street Vending) ACT 2009 was drafted through report and recommendation of Arjun Sengupta Committee. After final Act released and passed Honorable Prime Minister Shri. Manmohan Singh has personally written official letters to Chief Ministers of every state to implement the act in their respective state.

คณะกรรมการฮอกเกอร์ แซนแกรมเป็นเครือข่ายของสหภาพหลักของฮอกเกอร์ทั้งหมดในโกลกัลตา เมกาโพลิส ก่อตั้งขึ้นเมื่อ 14 ปี ก่อน ท่ามกลางความพยายามของของสมาชิกฮอกเกอร์ในการต่อต้านความพยายามอันโหดร้ายของรัฐบาลที่จะขับไล่พวกเขาจากทางเดินเท้าในชื่อ “ปฏิบัติการแสงอาทิตย์” ซึ่งเริ่มขึ้นเมื่อวันที่ 24 พฤศจิกายน 2552 การต่อสู้ทางประวัติศาสตร์ที่ถูกกล่าวถึงในโกลกัลตานี้ได้แพร่กระจายอย่างรวดเร็วไปทั้งประเทศ และปรากฎขึ้นในรูปแบบของการต่อสู้แห่งชาติที่ยาวนาน เป็นเวลา 14 ปี แล้วที่ความพยายามได้ดำเนินมาโดยตลอดได้ก่อให้เกิดนโยบายแห่งชาติเกี่ยวกับพ่อค้าหาบเร่บนถนนในเมือง แต่เนื่องจากการแก้ไขครั้งที่ 74 ในระดับเทศบาลเป็นในระดับรัฐบาล ดังนั้นไม่มีรัฐบาลใดเลยที่เข้าไปริเริ่มใช้นโยบายนี้ใน 3-4 ปีที่ผ่านมา การต่อสู้เพื่อให้เกิดมีการริเริ่มดังกล่าวเป็นความท้าทายในการต่อสู้เพื่อเรียกร้องของคณะกรรมการฮอกเกอร์ ซึ่งเวลานั้นคณะกรรมการฮอกเกอร์ แซนแกรมได้เริ่มกลยุทธเพื่อเรียกร้อง พรบ. ต้นแบบ ที่ช่วยเพิ่มแรงกดดันในการริเริ่มใช้นี้ ความพยายามนี้ดำเนินมาเป็นเวลา 4 ปี และหลังจากนั้น พรบ. แห่งชาติทีได้รับการแก้ไข 2552 และ พรบ. “The Street Vendors” (การพิทักษ์การดำรงชีพและข้อบังคับเกี่ยวกับการขายของริมถนน) 2552 ถูกร่างขึ้นจากรายงานและการแนะนำของกรรมการ นายอาจัน เซงกับตา หลังจาก พรบ. ฉบับสุดท้ายร่างเสร็จและผ่านการพิจารณา นายกรัฐมนตรีนายศรี มันโมฮัน ซาย ได้เขียนจดหมายเป็นการส่วนตัวไปถึงหัวหน้ารัฐมนตรีของทุกๆ รัฐ เพื่อให้ใช้ พรบ. ดังหล่าวในรัฐของตน

After this also the Government of West Bengal has not responded though honorable Mayor of Kolkata Municipal Corporation has already taken the initiative to implement the hawker’s policy through formation of a democratic Copmmittee called “Apex-Committee”. the first meeting of this committee was held on 22/06/06 and few basic regulations were decide after that many meetings was held during these three years. As self-regulatory process hawkers unions affiliated with Hawker Sangram Committee have tried their best to regulate their members and got success in many areas but it is also true that hawkers of the whole kolkata is not still successfully regulated because of inactiveness of the administration and police due to some vested interests. But during this regulatory process we have experienced and felt that without establishment of rights responsibility cannot be fulfilled. As it was decided earlier that, through a census survey all the hawkers will be provided a photo identity card by the KMC, The pilot census survey of Rashbihari Avenue and Gariahat Road was also completed before one year but still not a single hawker of kolkata got the promised identity card. So we demand immediate issue of identity cards to every hawker of Kolkata and also to make the developed and rich countries accountable for the destruction they have created towards nature, environment and climate.  

รัฐบาลเบงกอลตะวันตกไม่ยอมที่จะปฏิบัติตาม แม้ว่านายกเทศมนตรีผู้ทรงคุณวุฒิของเทศบาลโกลกัลตาได้เริ่มใช้นโยบายของฮอกเกอร์แล้วผ่านการจัดตั้งคณะกรรมการที่มาจากประชาธิปไตย ชื่อว่า “คณะกรรมการเอเป๊ก” การประชุมครั้งแรกของคณะกรรมการจัดขึ้นในระหว่าง 3 ปีนี้ ขณะที่สหภาพ ฮอกเกอร์ที่ดูแลกระบวนการที่มีข้อบังคับของตัวเอง ซึ่งอยู่ในเครือเดียวกับคณะกรรมการฮอกเกอร์ แซนแกรมได้พยายามอย่างดีที่สุดที่จะดูแลสมาชิกของตนและประสบความสำเร็จในหลายๆพื้นที่ แต่ยังเป็นความจริงที่ว่า ในบรรดาชาวโกลกาตาทั้งหมด ชาวฮอกเกอร์ยังไม่ได้ประสบความสำเร็จในการไปเข้าดูแล เนื่องจากความไม่ตื่นตัวของคณะบริหารและตำรวจ ซึ่งได้รับผลประโยชน์ที่แน่นอน แต่กระนั้นในระหว่างขั้นตอนการกำกับดูแล พวกเราได้พบและรู้สึกได้ว่า ความรับผิดชอบจะสมบูรณ์ไม่ได้ หากปราศจากการมีสิทธิ ในขณะที่มีการตัดสินตั้งแต่แรกเริ่มว่า ผ่านการสำรวจสำมะโนประชากร ชาวฮอกเกอร์ทุกคนจะได้รับบัตรประชาชนติดรูปโดย KMC การสำรวจสำมะโนประชากรนำร่องของถนนราชพิฮารี และถนนกาเรียฮัทเสร็จสมบูรณ์ก่อน 1 ปี แต่ยังไม่เคยมีชาวฮอกเกอร์สักคนได้รับบัตรประชาชนอย่างที่ได้รับการสัญญาไว้ ดังนั้นพวกเราขอเรียกร้องให้ดำเนินการออกบัตรประชาชนให้ชาวฮอกเกอร์ทุกคนในโกลกัลตาโดนทันทีและทำให้ประเทศที่ร่ำรวยและพัฒนาแล้วรับผิดชอบต่อธนนมชาติ สิ่งแวดล้อม และอากาศที่พวกเขาทำลายไป
